Traffic Light Thought — 16 km/h, not 17, not 15?

The speed limit at a local park seemed strange: 16? Then I realised its probably a pre-metric limit literally converted. New Zealand went Metric when?

10 mph = 16.09344 km/h

16? I suppose it was once a 10 mph limit?
