More races + less testing = Better Formula One?

I think the agreement reached today is good news for Formula One if it means we get to see more racing. Surely cars pounding around a deserted test track do little for the sport. Ferrari is opposed but they have proved to be the best testers! Understandable that the team with a strong test budget and facilities available at the factory want to defend that advantage.
